On assignment: HFFA Research to evaluate the BMEL’s German-Russian Agricultural Policy Dialogue (APD)
Dr. Steffen Noleppa, Managing Director of HFFA Research, has been commissioned to evaluate a bilateral cooperation project of the German Ministry of Food and Agriculture (BMEL) with Russia – the German-Russian Agricultural Policy Dialogue (APD). As a long-term project, the APD has been in place since 1994. By actively promoting cooperation between political institutions in both countries and aiming to forge a long-term partnership, the project in its current phase (2017-2019) plays an important role for German-Russian technical cooperation in the agricultural sector.
As part of the evaluation process, Steffen Noleppa travelled to Moscow in March 2019 to systematically assess the project’s activities and results. First outcomes of the evaluation were presented to stakeholders in a workshop held in Moscow at the end of March. A final report including recommendations on a potential future phase of the APD has been provided today.
In the past, HFFA Research has already been contracted to evaluate the BMEL’s bilateral cooperation projects, e.g. in Mongolia.
